The development of GTA 6 took Rockstar Games more than seven years. It was developed for so long because the developers completely rewrote the entire Rage Engine. This is what former GTA 5 and L.A. Noire developer Rob Carr believes.

According to Carr, GTA 6 could very well have been developed on a modified Rage Engine:

I don't know anything other than that they most likely — given the time frame it took them to reach this stage — completely rewrote the Rage Engine. That's the only thing I can say with complete confidence. I'd be surprised if they didn't, because the technology architecture has changed significantly since GTA 5's release, since, I repeat, it came out three generations ago. It was the last game they released for the 360 and PS3.
