Players who bought Ghost of Tsushima on Steam from countries where registering a PSN account is not possible reported that their pre-orders were forcibly refunded. Players had their funds returned automatically several hours after the publisher stopped the title from being sold in 180 countries.
We've yet to hear comments from either Sucker Punch Productions or Sony on the situation. It appears that Ghost of Tsushima will not be sold in regions without PSN.
Many Steam users criticized Sony for this decision. According to some players, they have PSN accounts, so they could easily play Ghost of Tsushima's multiplayer modes, even while being in a country where creating an account is not possible.
A similar fate befell Helldivers 2. According to Steam support, Valve is not responsible for any regional limits on selling Helldivers 2 and Ghost of Tsushima. They also don't have any extra information and suggest to appeal to the publisher, which is PlayStation.
