The latter explanation seems quite plausible, especially considering the state of the Star Wars series during the 13 years Kennedy has led Lucasfilm. Whether coincidental or not, under her leadership, most films and series in the iconic franchise have faced harsh criticism and underperformed.
A prime example is the relatively recent series Star Wars: The Acolyte, which officially cost over $230 million to produce and received scathing reviews from audiences, becoming the lowest-rated product in the entire Star Wars franchise. It was ultimately decided to cancel the series after its first season.
On the other hand, the sheer volume of content (movies, series, animated shows, and video games) produced under Kennedy's leadership has been unprecedented.
