Valve has updated its user agreement for fans creating content for CS2 in the Steam Workshop. The new rules change the way payments are handled for selling skins in the shooter. This was noticed by dataminer Gabe Follower, who discovered new wording in the game's code.

According to the updated document, Valve can now add workshop skins to their Armory. In this case, content creators will receive a fixed payment for each day their skin remains in the Armory. The exact amount of these payments is unknown.

Previously, creators whose skins were added to the game earned a percentage of the total revenue from the case in which their skin appeared. Except for extremely rare cases where skin makers were paid a fixed sum upfront, the main model was an equal distribution of part of the revenue among all authors. It didn’t matter whether you designed a flashy Covert skin or a basic Mil-Spec—payouts were the same.

This change suggests that Valve is serious about pushing skins through the Armory. It’s possible that this move is aimed at bypassing restrictive laws in certain countries that are cracking down on loot boxes.
