The League of Legends team realizes that this change is unpopular and is looking to remedy the situation with improved rewards in the battle pass. Future skins from the battle pass will have more “distinctive visuals”, and unlocking a skin from the battle pass will also unlock the corresponding champion for the player if it hasn't already been unlocked.
